Who David works with

Present commitments

David is an independent consultant with expertise in finance, service operations, public service markets and commissioning structures.

David is presently chair of:

  • a CIC, Emerging Futures
  • a charity, Tempo Time credits
  • two Social Investment Bond project boards providing services for care-leavers.

And a director of:

  • a digital start-up company, Behavia Ltd
  • an established training company providing services to substance misuse service providers, VTSC Ltd

He acted as chair of three other Social Investment Bond projects during the Fair Chance Fund programme, 2015-2018.

During the period 1994-2013 he was Chief Executive of a charity where innovative service developments aligned to business methodology took the service user group grew from 90 people per annum to 42,000 people per week. The organisation grew from annual turnover £60k to £116m, reserves grew from £120k to £14m and the charity topped the performance tables at the National Treatment Agency for nine successive years. His best achievement may have been to leave in place a stable, sophisticated executive team who flourished in his absence.

Former roles include membership of the UK Government Advisory Board to the G8 Finance Ministers, consultant to Big Society Capital, and interim chief executive of a community mental health services provider. As an inaugural Fellow of Practice in the Government Outcomes Laboratory (GO Lab), Blavatnik School of Government at the University of Oxford, David worked with colleagues from the university and the Cabinet Office, relinquishing that particular challenge in Feb 2018 to return to working with organisations that seek to meet need and deliver results.
